913.04 DRAINAGE AND WATER COURSES LOCATED ON PRIVATE PROPERTY.
   (a)    The Village only cleans ditch outlets to the extent that the road ditches drain properly.
   (b)   All other drainage courses are the responsibility of the property owners.
