Whoever violates or fails to comply with any of the provisions of this chapter shall be fined not less than one hundred dollars ($100.00) nor more than one thousand dollars ($1,000) for a first offense and shall be fined not less than two hundred dollars ($200.00) nor more than five hundred dollars ($500.00) for each subsequent offense. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
