725.04 EXEMPTIONS TO CHAPTER; IMPROVEMENTS.
   (a)   Where the Health Authority finds that compliance with this chapter would result in undue hardship, an exemption may be granted by the Health Authority without impairing the intent and purpose of this chapter. Deviations from design, construction and installation provisions shall be brought into compliance with this chapter within a reasonable period of time, based on the economic feasibility of the improvement, the nature, significance and extent of the deviation, the depreciation of material, the improvement and layout in use and other similar factors, within a minimum period of one year and a maximum period of five years. Such period shall begin after the Health Authority has given notice of a certain and specific deviation from this chapter to the person to whom a permit or certificate was issued.
   (b)   Gradual improvements to a higher degree of conformity shall be permitted, provided that there shall be complete conformity at the end of the period prescribed by the Health Authority
