If, upon investigation, the Service Director finds that the public convenience and necessity justifies the operation of the vehicle or vehicles for which the license is desired and if, from such investigation, the Service Director finds the applicant is the owner of the vehicle or vehicles, is a fit and suitable person, and the vehicle or vehicles a safe and fit conveyance as determined in Section 731.05, he shall issue the license to the applicant upon payment of the proper license fee and the furnishing of the insurance policy hereinafter provided for.
