The owner of each public vehicle shall submit to the Service Director on application for a license, and every three months thereafter, evidence satisfactory to the Service Director that each such vehicle has been approved as a safe and fit conveyance within a period of three days before such submission, by a recognized installation for the testing of motor vehicles which is approved by the Service Director. If the owner of any such vehicle fails to supply such evidence as required herein, the Service Director shall refuse a license or forthwith revoke the existing license, whether obtained by the applicant for an individual vehicle or by a taxicab company for a group of vehicles, and notify the owner thereof, as the case may be.
