All persons operating as garbage collectors within the City shall conform to the following requirements.
(a) Register with the Director of Public Safety/Service annually on January 1 of each year on a form provided by the Director;
(b) Report in writing the tonnage figures collected in the City for the previous quarter within thirty days following the end of the quarter. Reports shall be made for the periods ending March 31, June 30, September 30 and December 31;
(c) Post a performance bond in the amount of one hundred thousand dollars ($100,000) with the City annually by January 1; and
(d) Provide for curbside recycling for all residential subscribers within the City.
