Except as permitted by this chapter, no person, firm, partnership, association or corporation shall engage in the business of or act as a liquor dealer selling, offering for sale, or keeping with the intention of selling for use or consumption and not for resale in any form, alcoholic liquor capable of being consumed as a beverage by a human being within the Village.
