4-2-2: PUBLIC NUISANCES ENUMERATED:
The following are declared to be public nuisances prejudicial to the public health:
   A.   Unwholesome Food: All decayed or unwholesome food offered for sale to the public.
   B.   Diseased Animals: All diseased animals running at large 1 .
   C.   Animal Carcasses: Carcasses of dead animals not buried or destroyed within twenty four (24) hours after death.
   D.   Waste Accumulations: Accumulations of manure, rubbish, garbage, refuse and human and industrial or noxious or offensive waste, except the normal storage of small quantities of manure for agricultural or garden purposes.
   E.   Open Garbage Cans: Garbage cans which are not flytight.
   F.   Water Pollution 2 : The pollution of any well, cistern, spring, underground water stream, lake, canal, or body of water by sewage or industrial wastes or other substance harmful to human beings.
   G.   Sewage Discharges Into Natural Outlets Or Storm Sewers: Discharge of any sanitary system, including any automatic washing machine discharge, into open ditches or into any part of a storm sewer or drainage system.
   H.   Air Pollution From Noxious Materials: Dense smoke, noxious fumes, gas and soot, or cinders, in unreasonable quantities or the presence of any gas, vapor, fume, smoke, dust or any other toxic substance on, in or emitted from the equipment of any premises in quantities sufficient to be toxic, harmful or injurious to the health of any employee or to any premises, occupant, or to any other persons (except leaf burning and landscape waste) 3 .
   I.   Vermin Infestations: All infestations of vermin which may be involved in the transmission of communicable disease.
   J.   Dangerous Buildings: Rental or lease of quarters for human habitation which are declared unfit for human habitation by the Environmental and Health Commission.
   K.   Building Construction Sites; No Sanitary Facilities: Failure of any building contractor to provide an approved chemical toilet for the contractor's workmen on new building construction sites. "Chemical toilet", which is authorized for use only by building contractors at new building construction sites, shall mean a toilet structure equipped with a watertight impervious container which receives waste discharged through a hopper, seat, urinal or similar device and into which container must be placed disinfecting or deodorizing chemicals.
   L.   Other Conditions: All other acts, practices, conduct, businesses, occupations, callings, trades, uses of property, and other things which are or reasonably will be detrimental to the health of the inhabitants of the Village.
