(A) No interest in land other than a perpetual conservation easement shall be acquired by the county pursuant to the provisions of this chapter, and no such interest shall be acquired by the exercise of the power of eminent domain.
(B) The acquisition of a conservation easement by the county shall not extinguish any rights of the landowner except for the right to develop the property for any use other than an agricultural use and shall not confer upon the public any right of entry or access or any other rights, express or implied.
(C) In order to ensure that land is being used in accordance with the terms of the PDR agreement, an agent of the Purchase of Development Rights Committee will make annual or bi-annual inspections of the property. These inspections will be pre-arranged with the property owner.
