Unless otherwise authorized, permitted or exempted pursuant to the terms and provisions of this subchapter, the practice of being in and upon a private residence within the city by solicitors for the purpose of home solicitation, sales or to provide goods or services is prohibited and is punishable as set out in this subchapter.
