It shall be unlawful for any person to prevent, delay or interfere with the Urban Forester or any paid city representative, or agent hired by the city, while engaging in inspecting, surveying, planting, cultivating, mulching, pruning, spraying, or removing any street tree or tree on public grounds as authorized in this chapter.
