§ 151.06 CONSTRUCTION OBSERVATIONS FOR DEDICATED PUBLIC IMPROVEMENTS.
   (A)   Types of inspections/observations. Construction of all public improvements shall be observed by the Department of Engineering. The Department of Engineering shall be notified a minimum of 48 hours prior to the scheduled inspection/observation unless otherwise authorized by the City Engineer or his or her duly authorized representative.
   (B)   Inspection frequency and reports.
      (1)   Streets and curbs.
         (a)   The permittee shall maintain a copy of the approved construction plans on site;
         (b)   On all sites with dedicated rights-of-way, the permittee shall request the Department of Engineering to inspect work completed at the stages of construction specified below to ensure compliance with the approved construction plans, Chapter 159 of this code and this chapter:
            1.   During placement of engineered fill, if applicable;
            2.   During off-site road improvements, accel/decal, passing blisters, widening, overlay;
            3.   During the lime modification efforts;
            4.   Upon preparation of the subgrade (following lime modification);
            5.   Upon the preparation of the subbase;
            6.   During the placement of the subsurface drains prior to the backfilling;
            7.   Upon the completion of the curb forms or prior to placement of concrete if using a curb machine;
            8.   During the construction of the curbs prior to the backfilling;
            9.   During placement of the street stone prior to the placement of the base or binder course;
            10.   During the construction of base course, if applicable, (asphalt quantities to be verified by the Department of Engineering);
            11.   During the construction of the binder course, (asphalt quantities to be verified by the Department of Engineering);
            12.   During the construction of the surface course, (asphalt quantities to be verified by the Department of Engineering);
            13.   During placement of pavement markings, signage, street lights, and monumentation;
            14.   In the event concrete pavement is used, the City Engineer shall establish an inspection scheduled for each phase of a development.
         (c)   The Department of Engineering shall notify the on-site personnel or the owner/developer when apparent violations are being observed, describing the nature of the violation.
      (2)   Storm sewers.
         (a)   The permittee shall maintain a copy of the approved construction plans on site.
         (b)   The Department of Engineering shall observe placement of the storm sewer system as it is being constructed. All phases of the storm sewer construction shall be inspected. All construction shall comply with the construction plans, Chapter 159 of this code, and the Noblesville Standards.
         (c)   The Department of Engineering shall notify the on-site personnel or the owner/developer when apparent violations are being observed, describing the nature of the violation.
      (3)   Sanitary sewers.
         (a)   The permittee shall maintain a copy of the approved construction plans on site.
         (b)   The Department of Engineering shall observe placement of the sanitary sewer system as it is being constructed. All phases of the sanitary sewer construction shall be inspected. All construction shall comply with the construction plans, Chapter 159 of this code, and the Noblesville Standards.
         (c)   The Department of Engineering shall notify the on-site personnel or the owner/developer when apparent violations are being observed, describing the nature of the violation.
      (4)   Miscellaneous improvements within the right-of-way and/or public easements adjacent to new development.
         (a)   The permittee shall maintain a copy of the approved construction plans on site and approved permit, if required.
         (b)   The inspection of all public improvements as required by Chapter 159 of this code and not previously covered in this section shall be done so in accordance with all the applicable city requirements as determined by the City Engineer.
         (c)   The Department of Engineering shall notify the on-site personnel or the owner/developer when apparent violations are being observed, describing the nature of the violation.
   (C)   Inspection fees.
      (1)   The inspection fee schedule shall be instituted for the administration and management of the required inspections as set forth in this chapter.
      (2)   Received funds shall be deposited in the City General Fund.
   (D)   Construction plan review fee.
      (1)   Construction plans, reviewed by the Department of Engineering, shall require a fee, as follows:

$400 of the above stated fee covers the review by MS4 from the Wastewater Utility. Review fee includes initial review and two revisions. An additional charge of $120 per revision will be charged for each revision beyond the second.
      (2)   Received funds shall be deposited in the City General Fund.
