(A) No person shall operate a vehicle in excess of the posted speed limit within a school zone during the following times:
(1) As posted within the designated school zone per Schedule I, Speed Limits, of Chapter 78.
(2) At any other time when yellow flashing lights are operating near a sign designating the school zone.
(B) Any person who violates a provision of this section shall be guilty of a Class B Infraction, punishable by a fine of not more than $1,000.
(C) The city court shall be the court of proper venue and jurisdiction for the enforcement of this section.
(D) Citations for violations of this section may be issued by any sworn member of the police department and upon property operated by the city schools, by a sworn special police officer appointed under IC 36-8-3-7 to serve the city schools.
