§ 70.130 RIGHT-OF-WAY AT INTERSECTIONS.
   (A)   The driver of a vehicle approaching an intersection shall yield the right-of-way to a vehicle which has entered the intersection from a different street or highway.
   (B)   When two vehicles enter an intersection from a different street or highway at approximately the same time, the driver of the vehicle on the left shall yield the right-of-way to the vehicle on the right.
   (C)   The right-of-way rules declared in divisions (A) and (B) above are modified at through streets or highways and otherwise as hereinafter stated in this subchapter.
   (D)   Whoever violates the provisions of this § 70.130, shall, for a first offense thereof, be fined an amount not more than $200; for a second such offense within one year thereafter, such person shall be fined an amount not more than $300; and upon a third or subsequent offense, such person shall be fined an amount not more than $600. Court costs as determined by the court shall be added to each conviction.
