The city operates a water plant, sewer plant, water distribution lines and wastewater collection lines. It shall be the function of the water plant, sewer plant, water distribution and wastewater collection department to ensure the efficient operation of said facilities and to provide adequate water treatment, sewage treatment, water distribution and wastewater collection for the city. The department head shall oversee and direct all of the employees, that may be assigned him or her by the city commission, toward obtaining said operation. He or she shall prescribe regulations for the employees in the performance of their duties. It shall be the function of the department head to secure sufficient number of employees to perform an effective operation of the two (2) plants. He or she shall have the right to hire and fire employees for any reason contained in the personnel manual of the city, and shall notify the mayor and/or the city commission of the various operations of the plants.
The supervision and maintenance of the plant buildings shall likewise be a function of the department. The department head shall be empowered to make whatever repairs to said buildings as he or she may deem appropriate and feasible.
