(A) Culverts shall be constructed and installed wherever necessary, to provide adequate drainage, according to the satisfactory construction plans and specifications therefor submitted by the applicant.
(B) The location and size of driveway culverts shall be determined at the time of the improvement location permit application. However, the minimum size of such culverts shall be no less than 12 inches and in no case less than that specified by the approved construction plans and specifications submitted by the applicant.
