The provisions of this subchapter relating to storm water quality management for post-construction storm water run-off shall apply to new development and redevelopment areas, within the town, that disturb one or more acre of land or disturbances of less than one acre of land that are a part of a larger plan or development or sale as defined in 327 I.A.C. 15-5-4(20) if the larger common plan will ultimately disturb one or more acres of land.
