It shall be the duty of each owner to provide for sanitary disposal of all refuge accumulating on the owner’s premises before it becomes a nuisance. Any such accumulation remaining on any premises for a period of more than 15 days shall be deemed a nuisance and the city may proceed to abate such nuisances as provided by this code of ordinances or the Code of Iowa.
