§ 51.005 METER READING.
   (A)   All meters shall be read monthly. If a meter reading is unavailable due to circumstances beyond the town’s control, an estimated reading shall be made and the billing shall be based on the estimated reading. The billing shall be adjusted to the actual consumption when a reading is obtained during the next billing period. The meter reading period shall begin on the fifteenth of each month or the next working day thereafter.
   (B)   It is the customer’s responsibility to ensure that water meters shall not be obstructed by parked vehicles, piles of soil or trash, vegetation or any other obstacle. In the event the town is required to send personnel to read the meter a second or subsequent time because the meter was obstructed and unavailable to be read, the customer shall pay a fee as set out in the town’s fee schedule, as maintained in the customer service office, per attempted reading. The town shall only attempt one re-read trip per day, and shall attempt to contact the customer so that the problem can be corrected prior to any attempts to re-read the meter.
   (C)   Bills for water and/or sewer will be figured in accordance with the town’s published fee schedule then in effect and will be based on the amount consumed for the period covered by the meter readings.
   (D)   Charges for service commence when a meter and/or sewer tap is installed. Water charges begin immediately and will be billed to the builder or owner. Once the builder/owner receives the certificate of occupancy, sewer charges will begin, whether used or not, except that 60 days may be allowed for initial hookup on newly constructed extensions of the water and sewer system; unless otherwise approved in advance in writing by the Town Manager.
   (E)   Readings from separate meters will not be combined for billing, irrespective of the fact that such meters may be for the same or different premises, or for the same or different users, or for the same or different services. This includes any and all sewer charges based on the different meter readings. Compound meters are not considered separate meters.
