Garbage and trash containers shall be placed on the town street rights-of-way for collection. Garbage and trash not so placed will not be collected without prior authorization of the Town Manager. Containers shall not be placed on rights-of-way prior to 24 hours before 7:30 a.m., the scheduled collection time, and shall be removed within 24 hours after collection. Persons who place or leave trash, garbage or other refuse on the town right-of-way in violation of this chapter shall be subject to its penalties.
