(A) Every dwelling and dwelling unit used as a human habitation, or held out for use as a human habitation, shall comply with all of the minimum standards of fitness for human habitation and all of the requirements of §§ 151.004, 151.045 through 151.047, 151.060 through 151.067, 151.080 through 151.088 and 151.100 through 151.104.
(B) No person shall occupy as owner-occupant, or let to another for occupancy or use of permit to be used as a human habitation, any dwelling or dwelling unit which does not comply with all of the minimum standards of fitness for human habitation and all of the requirements of §§ 151.004, 151.045 through 151.047, 151.060 through 151.067, 151.080 through 151.088 and 151.100 through 151.104.
