(A) The date of the Town of Newport's initial flood damage prevention ordinance is January 5, 1988.
(B) This chapter comes forward, in part, by the re-enactment of some of the provisions of the flood damage prevention ordinance enacted January 5, 1988, as amended.
(1) It is not the intention to repeal, but rather to re-enact and continue to enforce without interruption such existing provisions, so that all rights and liabilities that have accrued thereunder are reserved and may be enforced.
(2) The enactment of this chapter will not affect any action, suit or proceeding instituted or pending.
(3) All provisions of the flood damage prevention ordinance of the Town of Newport enacted on January 5, 1988, as amended, which are not reenacted herein are repealed.
