(A) The Legislature of the State of North Carolina has in G.S. Ch. 143, Art. 21, Part 6; G.S. Ch. 153A, Art. 6; Ch. 160A, Art. 8; and Ch. 160D, Art. 7, 9 and 11, delegated to local governmental units the authority to adopt regulations designed to promote the public health, safety, and general welfare.
(B) Therefore, the Town of Newport Town Council does ordain as follows.
