§ 113.68 RESTRICTION ON NON-PERMITTED VEHICLES AND DRIVERS.
   No operator of a vehicle for hire shall provide transportation or other service when the trip originates within the town unless the owner or operator of the taxi has a certificate of convenience and necessity from the town and the driver has a driver’s permit from the town. Taxicabs operated under a certificate of convenience and necessity or drivers having a driver’s permit issued by some jurisdiction other than the town may come into the town with a trip that originated outside of the town and discharge the passengers and the luggage or cargo. However, except as hereinafter provided, that driver or that taxi may not come back to pick up that person discharged or luggage, boxes or any other item unless the taxi is being operated under a certificate of convenience and necessity, and the driver has a driver’s permit, from the town. Nothing in this section shall prohibit operators of a vehicle for hire being operated under a certificate of convenience and necessity issued by an authority located more than 30 miles from the town from answering a call from someone in the town for transport to the jurisdiction issuing the certificate of convenience and necessity or from returning to the town to pick up a passenger, luggage or cargo within 24 hours after dropping off the passenger, luggage or cargo.
