Every holder of a certificate of convenience and necessity shall have a permanent location of the business within Beaufort, Morehead City, Atlantic Beach, Emerald Isle, Pine Knoll Shores, Indian Beach, Cape Carteret, Havelock or Newport, and shall have on file with the Chief of Police of the Town of Newport an address and a telephone number where he or a person responsible for the operation of the business can be reached 24 hours a day, seven days a week. The holder of a certificate of convenience and necessity shall also have the name, address and telephone number of every driver and employee of the business and furnish the same to the Chief of Police or his or her designee upon demand. If the location or phone number is changed, the Chief of Police shall be given notice in writing stating the new location or phone number or both within ten days of such change.
