The Town Council shall have power and it shall be its duty to order certain certificates required by this subchapter issued, or to refuse to issue certain certificates, or to issue certificates for a partial exercise only of the privileges sought, and may attach to the exercise of the rights granted by such certificate such terms and conditions as in its judgment the public convenience and necessity may require.
