Every person desiring to operate a taxicab from one place to another within the town’s corporate limits or from a place within the town to any other place which is unincorporated and lies within five miles of the town limits or from a place which is unincorporated and lies within five miles of the town limits shall file on forms supplied by the Town Clerk an application for a certificate of convenience and necessity. Such application shall be accompanied with proof of liability insurance issued by a company licensed to do business in the state with the limits specified in G.S. § 20-280.
