It shall be unlawful to place any tree limbs, rubbish, trash, grass cuttings, pine straw, shrubbery cuttings, briers, motor oil or any other objects whatsoever in or upon any of the ditches in the town which serve to drain surface waters from the streets, roads, sidewalks, easements and properties in the town.
