(A) Funds appropriated by the town and budgeted to the Recreation Department as a line department shall be disbursed by the Town Manager upon vouchers issued by the town and within the budget appropriations made.
(B) Funds received by the Recreation Department from sources other than appropriations shall be deposited by the town to the credit and for the use of the Recreation Department.
(C) Any funds received by gift, bequest or otherwise shall be disbursed in accordance with the terms of such gift or bequest.
