If the Building Inspector, Chief of Police or Town Council shall find that any vehicle is a nuisance vehicle, he, she or it shall give notice to the owner thereof (if known or ascertainable by reasonable diligence) and the person in possession or upon whose property it is located, giving such person 20 days from the mailing of the notice of personal delivery thereof to remove the vehicle or otherwise abate the nuisance. The notice shall state that failure to remove the vehicle or abate the nuisance within the time stated in the notice shall be punishable by criminal penalties.
