After the hearing of an appeal under this subchapter, the Town Council shall issue such order affirming, modifying, amending or countermanding the Code Official’s order as it shall deem just under all of the evidence and in consideration of all presentations made to it together with such independent investigation as it may undertake or order undertaken. The appellant shall comply with the order of the Town Council within 15 days after its issuance.
