(A) (1) The person receiving an order under this subchapter may appeal from the order of the Code Official to the Town Council by giving notice of such appeal to the Code Official within ten days of receipt of the order, and the appeal shall be heard at the next regular meeting of the Town Council at which a quorum is present.
(2) At such hearing, the appellant may present evidence, be heard and be represented by counsel.
(B) Failure of the person receiving the order from the Code Official to appeal such order shall result in such order becoming final ten days after it has been received by such person.
