§ 71.04 CERTAIN ACTIVITIES PROHIBITED.
   The following acts or activities, when performed or undertaken in conjunction with or as a part of, any parade, picket line or group demonstration, are hereby prohibited and declared unlawful:
   (A)   The carrying on or about the person any firearm or replica thereof or any weapon or article, including, but not limited to, blackjacks, nightsticks or flashlights, which by their use might constitute a deadly weapon; provided, however, that members of the armed forces of the United States of America while in uniform and discharging their lawful duties and law enforcement personnel while on duty may carry firearms, nightsticks, flashlights, swords and other weapons regularly carried during performance of duties, and that it shall be permissible for school marching bands to use unloaded rifles or replicas thereof for rifle or twirling drill, for members of the color guard of the Veterans of Foreign Wars and the American Legion to carry swords and unloaded rifles or replicas thereof, and for clowns to use firearms firing blanks for the entertainment of the general public;
   (B)   The taking or keeping of any dog or vicious animal, whether leashed or unleashed;
   (C)   The conduct of a parade, picket line or group demonstration during hours of darkness without prior authorization of the Town Council granted at a regular or special meeting thereof;
   (D)   Parades, picket lines and group demonstrations within any public building or structure; and
   (E)   Distribution of written materials or any candy, prizes or favors during a parade.
