The provisions of this chapter shall not apply to:
(A) Funeral processions;
(B) Students going to and from school classes or participating in educational or recreational activity where such activity is under the supervision and direction of proper school authorities;
(C) Any governmental agency acting within the scope of its functions;
(D) Bands or marching units proceeding to or from a point of assembly or parade termination to participate in or after participating in a parade; and
(E) The annual Christmas parade conducted by the committee appointed by the Town Council.
