In the event it appears that water demand on the Newport Department of Water and Sewer (NDWS) water system may exceed supply and transmission capabilities, the Utilities Director shall recommend to the Manager of the town that voluntary water conservation be implemented. The Utilities Director, following consultation with the Manager, shall declare a Stage I water shortage condition advisory requesting voluntary water conservation by consumers. In the event that voluntary conservation measures fail to relieve the demand on the system, the Utilities Director may shall advance to a Stage II or Stage III water shortage condition. The Utilities Director, following consultation with the Manager, shall declare that a Stage II or Stage III water shortage condition exists.
