An application for a transfer of a license shall be considered as an initial application. No license, therefore, shall be transferred from 1 person to another, or from one location to another, until the applicant complies with all provisions of this Chapter. No transfer shall be made or application for transfer acted upon after either the applicant or the license holder has been charged with a violation of any provision of this Chapter until the time as the charge shall have been finally disposed of. When authorized, the City shall issue all transfers or name changes.
