1329.12 YARD AREA MAINTENANCE.
   (a)   Refuse.
      (1)   No furniture, mattresses, household furnishings, rugs, appliances, dilapidated automobiles or automobile parts shall be placed or stored in any yard area contiguous to any structure within the Village over a period in excess of twenty-four hours, provided however, that such of the items as set forth herein which are usually and ordinarily placed for refuse hauling may be so placed for a period of time not to exceed twenty-four hours prior to the regularly scheduled refuse hauling date.
      (2)   Exterior property areas of all premises shall be kept free of debris, object, materials, or conditions that, in the opinion of the Enforcement Officer create a health, accident or fire hazard, or a public nuisance, or constitute a blighting or deteriorating influence on the neighborhood. Broken glass, filth, garbage, trash and debris shall not be permitted on any property.
      (3)   All trash and refuse that is stored on the premises must be contained in proper refuse cans and bins expressly designed for such a purpose. No trash bags will be stored in the open of any property or premise, wherein such bags may be accessed by prowling animals and pets. This provision shall be presided over by those set in subsection (a)(1) hereof.
   (b)   Trees, Grass and Shrubbery. All streets, rights of way, grass and shrubbery shall be maintained in accordance with previously enacted Village ordinances and in conformance with the Section 901.07 of the Codified Ordinances.
   (c)    Appurtenant Structures.
      (1)   All structures located in the yard area contiguous to any residential and commercial structure within the Village, such as barns, garages, bins and the like, shall be maintained in good repair in conformance with other provisions of this chapter having regard to roofs, foundations and exterior surfaces.
      (2)   Any broken, deteriorated or decayed fence, yard enclosure or other device or structure located in the yard area contiguous to any residential or commercial structure within the Village shall be repaired or removed.
   
   (d)    Vehicle Parking.
      (1)   No motor vehicle or trailer shall be parked in any part of the yard area contiguous to a residential or commercial structure within the Village, other than that area designated as the driveway or parking lot, for cumulative amount of time greater than six hours in a forty-eight hour period.
      (2)   No commercial or private vehicle exceeding 10,000 pounds shall be parked on a residential lot or street for a period of time not to exceed four hours in a forty-eight hour period.
   (e)    Driveways.
      (1)   A driveway is that area giving access and egress to motor vehicles from the street to the garage, and having a surface of concrete, asphalt, gravel, or other suitable material.
      (2)   The driveway area may not be expanded to include those grass or landscaped areas, provided however, that a driveway may be expanded to a width not to exceed four feet wider than the total width of the garage structure, by the same or similar driveway material as was used for placement of the original driveway.
   (f) Ground Surface Hazards. Holes, cracks, excavations, breaks, projections and obstructions at any place on the premises which, in the opinion of the Enforcement Officer and or Council, are a hazard to persons using the premises shall not be permitted and must be removed or filled with materials suitable for the area.
