(a) Shade trees planted in the streets of the Village shall be set at points equi-distant from the curb line and the line of the sidewalk next to the curb, provided that poplar trees shall not be planted in any such streets.
(b) No person shall cut down or mutilate any shade tree for any purpose without the consent of Council.
