For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
(a) Applicant. Any person making written application to the recorder for an excavation permit hereunder.
(b) Excavation Work. The excavation and other work permitted under an excavation permit and required to be performed under this article.
(c) Permittee. Any person who has been granted and has in full force and effect an excavation permit issued hereunder.
(d) Street. Any street, highway, sidewalk, alley, avenue or other public way or public ground in the City.
(e) Street Commissioner. The Superintendent of the City Streets or his authorized agents or representatives.
(f) Street Opening. Any opening, test hole, boring or other penetration of the surface of any street, highway, sidewalk, alley, avenue or other public way or public ground in the City.
