It shall be the duty of every person who owns property upon which there is a house or other building which has a porch or balcony which protrudes or extends over the street or sidewalk to have such porch or balcony properly spouted or equipped with gutters; and if the owner fails or refuses to properly spout such porch or balcony within ten days after being duly notified so to do, he shall be subject to such penalties as are provided by Section 101.99.
