(a) No person shall, without the consent of Council, perform any work of any character pertaining to his trade or business, or the trade or business of another, upon any public street, sidewalk, park or public square within the City.
(b) No person, without the consent of Council, shall at any time sell, offer or expose for sale at public auction any goods, wares, merchandise or property of any kind upon any street; except, that this requirement shall not apply to officers of the law in making sales under the process of a court or in discharge of their official duties.
