Notwithstanding any other provision of the Code of West Virginia to the contrary, no licensee shall be prohibited from obtaining a license for the sale of nonintoxicating beer under the provisions of article 16 of chapter 11 of the Code of West Virginia because such licensee sells alcoholic liquor, permits the consumption of alcoholic liquor on his premises or is the holder of a federal tax stamp permitting the sale of such alcoholic liquor.
