For the continuance, maintenance and improvement of the special services including police protection, fire protection streets, street lighting, street cleaning, public parks and recreational facilities by the City, there is imposed upon the users of all residential and commercial premises, as defined hereinabove from and after May 1, 2007, an annual fee of ninety dollars which shall be paid in monthly payments of seven dollars and fifty cents each month thereafter so long as this article remains in effect.
