Municipal services for police protection, fire protection, streets, street lighting, street cleaning, public parks and recreational facilities shall be continued, maintained and improved by the City, in part, at the charge and expense of the residents and owners of all premises of every kind and nature within the City, which such residents and owners are declared to be users and beneficiaries of such police protection, fire protection, streets, street lighting, street cleaning, public parks and recreational facilities. The charges and expenses with respect to each of such users and beneficiaries shall be imposed, assessed and collected as set out in this article.
