The following definitions shall be used in interpreting this article:
(a) “Users” of the municipal services including police protection, fire protection, streets, street lighting, street cleaning, public parks and recreational facilities mean, collectively, occupants, whether tenants or owners, of all residential premises, which term includes houses, trailers and apartments within the City. The term “users” shall also include occupants, whether tenants or owners, of all manufacturing plants and all business premises, which shall include all businesses involving the sale of tangible personal property or real property or the rendering of a service with the object of economic benefits, within the City.
