In the event that any business enterprise in the City can be determined to be delinquent in the payment of business and occupation taxes, the City, through the office of the Recorder, is hereby empowered to provide such business enterprise with a certified letter, return receipt requested, notifying of such delinquency and demanding compliance within ten days from and after receipt of the same. In the event that compliance is not forthcoming, the City, through the office of the Recorder and the office of the Chief of Police, is further empowered to close or padlock such business enterprise until resolution of such delinquency.
