No person, except with the permission of City Council shall cut, mark, injure, disfigure, or destroy any shade or ornamental tree in any public square or in any park, street, or alley of the City. The City Council or their agent is authorized to permit any person or to order City employees to trim trees so located on City property for the purpose of preventing damage to public or private property, or for the purpose of seasonal pruning or for the purpose of preventing interference with utility poles or lines.
