(a) No person shall use the public streets, sidewalks or alleys within the City for the purpose of begging or panhandling money, food, or property for their own use; or sing, play musical instruments or make any exhibition on such public streets, sidewalks or alleys in connection with begging or panhandling thereon; or use any minor child for the purpose of begging or panhandling on such public streets, sidewalks or alleys within the City.
(b) No person shall use privately owned property, parking lots, business entrances, etc. within the City for the purpose of begging or panhandling money, food, or property for their own use, without the expressed permission of the lawful property owner or their agent. Property owners or their agent(s) may have persons removed when found conducting such activities.
(c) Nothing described herein shall be interpreted or construed to prevent any constitutionally protected activity including but not necessarily limited to exercise of one's constitutionally guaranteed rights of freedom of speech or assembly.
