The tax collector or recorder shall have power to collect all taxes levied and assessed by the common council of said city and all other assessments and money due the said city, and for that purpose shall have the power to distrain and sell property for the enforcement of such payment. The common council shall also have authority to provide by ordinance for the appointment of such officers as shall be necessary and proper to carry into full force any authority, power or jurisdiction which is or shall be vested in the said city or in the common council or mayor or any officer or body of officers thereof, and to grant such officers so appointed the power necessary or proper for the purpose above mentioned.
