The common council, by ordinance, shall require that every person who becomes a candidate for municipal office in any such regular municipal election shall, at the time of filing his certificate of announcement, pay a filing fee, to be fixed by the said ordinance, provided, however, that such filing fee shall not exceed the sum of twenty ($20.00) dollars for the offices of mayor and recorder, and shall not exceed the sum of five ($5.00) dollars for all other elective offices.
